ARAB-AMERICAN BILINGUALISM

Attached is a paper I recently completed for a human development course at
the university. I thought it might be interesting to share.

Even though my college concentration is in finance, I was required to choose
any topic in human development for one course. I chose the topic of
bilingualism (speaking dual languages) because as parents, we kept wondering
why our Arab-American children sometimes lag in the ability to speak Arabic
but can perfectly speak English, while other bilingual children, such as
American-Chinese, can perfectly speak both languages, and while some other
Arab-American children are only monolingual and can only speak either Arabic
or English proficiently.

The paper is relatively long but easy to read, and it is not required to be
read in full. Paper is divided into three segments - Breadth, Depth and
Application components. Pages 6 to 28 (Breadth component) discusses general
language acquisition theories by twentieth century classical theorists such
as Chomsky, Piaget, and Skinner. Note: language can be associated with long
running debates between the theories of intellectualism (human intelligence)
and empiricism (behavioral sciences), which has been ongoing throughout the
past centuries (Hume, Locke, Socrates, etc. ), but this falls beyond the
scope of this paper. Pages 30 to 39 can be skipped because it includes short
summaries of recent journal articles synthesized for this paper. You can
begin reading from page 39 (Depth component) since it focuses on the topic
of bilingualism in general. From page 63 (Application component), the paper
focuses on Arab-Americans in the United States, followed by recommending an
academic guide that can be used in school and at home in order to improve
the ability of our children to speak and appreciate the Arabic language.

Study finds Americans consume 34 gigabytes of information per day -- Engadget

"Well, it's a good thing life comes with an unlimited data plan, as a recent study conducted by the University of California, San Diego has found that Americans consume plenty of gigabytes in the average day. Thirty-four gigabytes, to be specific, which translates to a grand total of of 3.6 zettabytes of information consumed by American households in 2008 (or 3.6 billion trillion bytes). Of course, that doesn't just consist of gigabytes "consumed" the traditional way, but instead encompasses everything from TV (still the leader by a wide margin) to phone calls to newspapers. In terms of time, the study found that Americans spent about 11.8 hours a day consuming information in one way or another, the majority of which was spent staring at a screen of some sort -- and, yes, they did take HD content into account, but its growth apparently hasn't yet resulted in a huge jump in data consumption."

Millions in U.S. Drink Contaminated Water, Records Show - Series - NYTimes.com

"More than 20 percent of the nation’s water treatment systems have violated key provisions of the Safe Drinking Water Act over the last five years, according to a New York Times analysis of federal data.

That law requires communities to deliver safe tap water to local residents. But since 2004, the water provided to more than 49 million people has contained illegal concentrations of chemicals like arsenic or radioactive substances like uranium, as well as dangerous bacteria often found in sewage."

CIA goes hiring in heart of Arab America | U.S. | Reuters

"In dire need of agents fluent in Arabic, the U.S. Central Intelligence Agency has made an unusual public show of its recruiting effort in Dearborn -- a city of 100,000 with the densest Arab population in the United States.

The agency has bought full-page ads in Arabic-language newspapers and it is rolling out TV ads aimed at luring Arab-Americans and Iranian-Americans to spycraft.

But despite a weak economy and high unemployment, the CIA will find it hard to hire here, residents say. Many see U.S. foreign policy in the Middle East as misguided and anger over the perceived mistreatment of Arab-Americans runs deep.

It won't be easy to win hearts and minds here, they say."

"U.S. academic institutions awarded 48,802 research doctorate degrees in 2008, the sixth consecutive annual increase in U.S. doctoral awards and the highest number ever reported by the National Science Foundation's (NSF) Survey of Earned Doctorates.

The total number of doctorates increased 1.4 percent over 2007's total of 48,112, which was the smallest annual increase during the last six years. NSF's Science Resources Statistics division compiled the survey results."

BLS.GOV "Regional and State Employment and Unemployment Summary"

"Regional and state unemployment rates were generally little changed or higher in October. Twenty-nine states and the District of Columbia recorded over-the-month unemployment rate increases, 13 states registered rate decreases, and 8 states had no rate change, the U.S. Bureau of Labor Statistics reported today. Over the year, jobless rates increased in all 50 states and the District of Columbia. The national unemployment rate rose to 10.2 percent in October, up 0.4 percentage point from September and 3.6 points from October 2008.

In October, nonfarm payroll employment increased in 28 states and the District of Columbia, decreased in 21 states, and remained unchanged in 1 state. The largest over-the-month increase in employment occurred in Texas (+41,700), followed by Michigan (+38,600), California (+25,700), North Carolina (+12,100), and Pennsylvania (+10,600). Michigan experienced the largest over-the-month percentage increase in employment (+1.0 percent), followed by the District of Columbia (+0.8 percent), Montana (+0.7 percent), Oklahoma (+0.6 percent), and Utah (+0.5 percent). The largest over-the-month decrease in employment occurred in New York (-15,300), followed by Florida (-8,500), Georgia (-7,500), Virginia (-7,100), and South Carolina (-5,800). Wyoming (-0.9 percent) experienced the largest over-the-month percentage decrease in employment, followed by Idaho and Nevada (-0.4 percent each), and South Carolina (-0.3 per- cent). Over the year, nonfarm employment decreased in all 50 states and in- creased in the District of Columbia. The largest over-the-year percentage de- creases occurred in Arizona (-6.9 percent), Michigan (-6.4 percent), Nevada (-6.0 percent), Georgia (-5.6 percent), and Wyoming (-5.5 percent)."

WSWJ.ORG: New York City homeless population at an all-time high

"According to a report released last month by the New York City advocacy group Coalition for the Homeless, there are currently almost 37,000 people in the city shelter system. This includes approximately 10,000 homeless families with 16,500 children.

The number of homeless housed by the city marks an 11 percent increase over last year and is the highest number of people seeking shelter on record. Study: 43 percent of U.S. adults will be obese and obesity spending will quadruple to $344 billion by 2018

"A new study released today shows that rising obesity rates will continue to be an increasing burden on the health care system over the next decade. The report, titled, "The Future Cost of Obesity: National and State Estimates of the Impact of Obesity on Direct Health Care Expenses," is the first to estimate obesity prevalence and costs at the state and national level 10 years from now. Based on research by Emory University health care economist Ken Thorpe, Ph.D., Executive Director of the Partnership to Fight Chronic Disease (PFCD), the report was commissioned by UnitedHealth Foundation, Partnership for Prevention, and American Public Health Association in conjunction with their annual America’s Health Rankings report.

The new data shows that if current trends continue, 43 percent of U.S. adults will be obese and obesity spending will quadruple to $344 billion by 2018. However, if obesity rates are instead held at current levels, the U.S. would save nearly $200 billion in health care costs."

Time For Obama To Talk With Al-Jazeera - CBS News

"President Obama should follow the lead of all four of the Bush administrations' U.S. Ambassadors to the United Nations and speak directly to these millions of Arab households by sitting down for an on-the-record interview with al-Jazeera Television.
Although the most popular Arab network has had its share of bias problems, President Obama is missing an important and easy opportunity to change the hearts and minds of the majority of the Arab world. The Pentagon and the Senate Armed Services Committee have issued reports recently urging better global strategic communications. And the Department of State is constantly looking for ways to counter the propaganda put forth by militants in Iraq, Afghanistan and Pakistan. Additionally, millions of tax payer dollars are being spent to counter such rumors. But the best way and the cheapest way to speak directly to the people most affected is being ignored."

Most black children grow up in neighborhoods with significant poverty – PEW Research

"Two out of every three black children born between 1985 and 2000 were raised in neighborhoods with at least a 20 percent poverty rate, compared with just 6 percent of white children, a new report from the Pew Foundation finds. These numbers are virtually unchanged from thirty years ago. Among children born between 1955 and 1970, 62 percent of black children were raised in neighborhoods with at least a 20 percent poverty rate, compared with only 4 percent of white children, according to the Pew report. This gap persists even when the poorest families are excluded from the analysis. Among children from the upper three income quintiles, almost half of black children -- 49% -- lived in high-poverty neighborhoods, defined as those with at least a 20% poverty rate. Only one percent of white children from the upper three income quintiles lived in high-poverty neighborhoods."

Healthcare Intelligence Network- 8.3 Million U.S. Adults Had Serious Thoughts of Suicide in Past Year

"Nearly 8.3 million adults (age 18 and older) in the U.S. (3.7 percent) had serious thoughts of committing suicide in the past year, according to the first national scientific survey of its size on this public health problem. ABSRACT: "We propose a model of communication in organizations in which the quality of communication depends on the match between senders and receivers of messages. The model allows for two dimensions of knowledge: breadth and depth. Specialists have deep knowledge of few areas while generalists have superficial knowledge of many areas. Generalists are useful because they can communicate with many different specialists. As a consequence, optimal organizational structures are such that generalists are at the top and specialists are at the bottom. Our model has implications for organization design, the optimal degree of centralization of decision making, and the depth of hierarchies. In particular, we show that an increase in the complexity of the environment together with improvements in communication technology lead to a decrease in specialization at the top."

These solicitations promise bogus financial services or large sums of money in exchange for either payment or personal information that can then be used to access a consumer's bank account.

The Federal Reserve is advising consumers that it has no involvement in these solicitations.  Consumers are strongly urged to verify the legitimacy of potential service providers before entering into a business transaction. Individuals seeking help with repairing their credit history, avoiding home mortgage foreclosure, finding mortgage refinance options, or managing their credit card debt should do business only with reputable service providers. They began to pull away from everyone else in the 1970s. By 2006, income was more concentrated at the top than it had been since the late 1920s. The recent news about resurgent Wall Street pay has seemed to suggest that not even the Great Recession could reverse the rise in income inequality.

Public Agenda Alert: In Science, The Kids Are (Not) Alright

"The latest ACT scores are another poke in the ribs to those who worry that American students are falling behind in math and science. But Public Agenda's research makes us wonder whether those who need to be nudged the most -- parents -- will feel a thing.
The ACT report notes slight improvements overall but found a "lack of college readiness is again most evident in the areas of science and math." Only 28 percent of the students who took the ACT are ready for college biology and 42 percent are ready for college algebra. Rite of Passage? Why Young Adults Become Uninsured and How New Policies Can Help, 2009 Update - The Commonwealth Fund

"Young adults ages 19 to 29 are one of the largest segments of the U.S. population without health insurance: 13.2 million, or 29 percent, lacked coverage in 2007. They often lose coverage at age 19 or upon high school or college graduation: nearly two of five (38%) high school graduates who do not enroll in college and one-third of college graduates are uninsured for a time during the first year after graduation. Twenty-six states have passed laws to expand coverage of dependents to young adults under parents' insurance policies. Congressional proposals to reform the health system could help uninsured young adults gain coverage and prevent others from losing it. This is the seventh edition of Rite of Passage, first published by The Commonwealth Fund in 2003."

BBB Warns Your Online Diploma Could be a Worthless Piece of Paper - BBB News Center

"BBB is warning consumers to be wary of four online diploma mills in particular:

Belford High School and Belford University
The BBB serving Houston has received 117 complaints from students in more than 40 states who paid for high school diplomas and advanced degrees from BelfordHighschool.com and BelfordUniversity.org.

Most people learned that their Belford diplomas and degrees were worthless from college admissions offices or military recruiters and several received the bad news during a job interview.

Jefferson High School Online and Vencer High School Online
BBB has received complaints from consumers in Texas, Ohio, and South Carolina who say they passed Jefferson High School Online’s test and paid more than $200 to receive a high school diploma. When the students tried to enroll in college using the diploma they were told that it was not valid.

Jefferson High School Online is owned by MMDS Ltd., based out of St. Kitts, a small country in the eastern Caribbean. MMDS Ltd. also operates a Web site called Vencer High School Online. Aside from using a different name, the site is an exact replica of Jefferson High School, and offers the same services. "

Greed Is … More Prevalent

“With so much attention focused on the risky practices of financial institutions as a factor in the economic crisis, many Americans see the leaders of those businesses as greedier today than they were in the past. Some six-in-ten say those executives are greedier, while 37% say they are about the same as they have always been. There are only slight partisan differences in these opinions, but those who say they are struggling in this economy are significantly more likely to see more greed today.

Solid majorities of Republicans and Democrats (62% each) say they see financial leaders as more greedy today than in the past; 60% of independents share this view. Significant differences, though, are evident among those who describe themselves as professional class, working class or struggling. Slightly more than half of those who define themselves as professionals (54%) say that leaders of financial institutions are greedier today. That increases to 61% of those who describe themselves as working class and nearly three-quarters (74%) of those who see themselves as struggling.”

2008 Internet Crime Report

Extract from executive summary:

“ From the submissions, IC3 referred 72,940 complaints of crime to federal, state, and local law enforcement agencies around the country for further consideration. The vast majority of cases were fraudulent in nature and involved a financial loss on the part of the complainant. The total dollar loss from all referred cases of fraud was $264.6 million with a median dollar loss of $931.00 per complaint. This is up from $239.1 million in total reported losses in 2007. Other significant findings related to an analysis of referrals include:

* Non-delivered merchandise and/or payment was, by far, the most reported offense, comprising 32.9% of referred complaints. Internet auction fraud accounted for 25.5% of referred complaints. Credit/debit card fraud made up 9.0% of referred complaints. Confidence fraud, computer fraud, check fraud, and Nigerian letter fraud round out the top seven categories of complaints referred to law enforcement during the year.

*Of those complaints reporting a dollar loss, the highest median losses were found among check fraud ($3,000), confidence fraud ($2,000), Nigerian (west African, 419, Advance Fee) letter fraud ($1,650).

* Among perpetrators, 77.4% were male and half resided in one of the following states: California, New York, Florida, Texas, District of Columbia, and Washington. The majority of reported perpetrators (66.1%) were from the United States; however, a significant number of perpetrators where also located in the United Kingdom , Nigeria , Canada , China, and South Africa.

* Among complainants, 55.4% were male, nearly half were between the ages of 30 and 50 and one-third resided in one of the four most populated states: California, Florida, Texas, and New York. While most were from the United States (92.4%), IC3 received a number of complaints from Canada, United Kingdom, Australia, India, and France.

*Males lost more money than females (ratio of $1.69 dollars lost per male to every $1.00 dollar lost per female). This may be a function of both online purchasing differences by gender and the type of fraudulent schemes by which the individuals were victimized.

* E-mail (74.0%) and webpages (28.9%) were the two primary mechanisms by which the fraudulent contact took place.”

    Abstract:
    The ratio of total household debt to aggregate personal income in the United States has risen from an average of 0.6 in the 1980s to an average of 1.0 so far this decade. In this paper we explore the causes and consequences of this dramatic increase. Demographic shifts, house price increases, and financial innovation all appear to have contributed to the rise. Households have become more exposed to shocks to asset prices through the greater leverage in their balance sheets, and more exposed to unexpected changes in income and interest rates because of higher debt payments relative to income. At the same time, an increase in access to credit and higher levels of assets should give households, on average, a greater ability to smooth through shocks. We conclude by discussing some of the risks associated with some households having become very highly indebted relative to their assets.

    Black-White Gap in Jobless Rate Widens in New York City - NYTimes.com

    “Unemployment among blacks in New York City has increased much faster than for whites, and the gap appears to be widening at an accelerating pace, new studies of jobless data have found.

    While unemployment rose steadily for white New Yorkers from the first quarter of 2008 through the first three months of this year, the number of unemployed blacks in the city rose four times as fast, according to a report to be released on Monday by the city comptroller’s office. By the end of March, there were about 80,000 more unemployed blacks than whites, according to the report, even though there are roughly 1.5 million more whites than blacks here.”

    Public Praises Science; Scientists Fault Public, Media:- Pew Research Center

    Pew Research writes:

    "the public has a far less positive view of the global standing of U.S. science than do scientists themselves. Just 17% of the public thinks that U.S. scientific achievements rate as the best in the world. A survey of more than 2,500 scientists, conducted in collaboration with the American Association for the Advancement of Science (AAAS), finds that nearly half (49%) rate U.S. scientific achievements as the best in the world. When asked about their own scientific specialty, about the same share of scientists (45%) rate U.S. scientific achievements the best in the world.

    While the public holds scientists in high regard, many scientists offer unfavorable, if not critical, assessments of the public’s knowledge and expectations.     "April Job Numbers Show Slight Improvement By NICK WILSON WASHINGTON (CN) - Job losses slowed somewhat in April with the cutting of 540,000 jobs but total unemployment rose to 8.9 percent, the highest level in a quarter century, according to a report released by the Bureau of Labor Statistics Friday. "This is still a really bad number, but job loss did moderate," Commissioner Keith Hall said. The loss in April represent an improvement over the last five months, all of which were among the 10 worst months ever recorded for job loss. In January, for example, Americans lost a devastating 741,000 jobs. Hall appeared before the Join Economic Committee in Congress and argued that the April loss suggests a boost in consumer confidence. Once consumers spend more, Hall added, the economy rises to meet the demand and more jobs result. Nonetheless, April saw the total loss of American jobs continue to stack up. Unemployment rose to 8.9 percent in March, the highest rate since 1983. Of the 13.7 million Americans now reported as unemployed, 5.7 million of the losses occurred since the beginning of the recession in December of 2007. Race and level of education continue to play a significant role in unemployment. Blacks had the highest unemployment at 15 percent, Hispanics faced 11 percent unemployment, Whites had eight percent unemployment, and Asians had the lowest unemployment, 6.6 percent. In keeping with past trends, higher levels of education are directly linked to higher employment rates. People without a high school diploma have the worst chances, recording a 15 percent unemployment rate. High school diploma holders are unemployed at a 9 percent rate. Those with some college education earned a 7 percent unemployment rate, and those with college held a 4.4 percent unemployment rate. Hall cautioned that we will have to wait for next month's report to determine if the slowing of job loss is a trend."

    WASHINGTON (Reuters) - The U.S. economy is starting to show signs of shrinking more slowly but positive growth is not expected until sometime next year, the International Monetary Fund said on Wednesday.

    "There has been some improvement in business confidence, some signs of bottoming out in housing market, but these are early days and we should not expect a return to growth any time soon," Charles Collyns, IMF's deputy director of research, told a press conference.

    "We don't expect a return to positive growth in the U.S. until some time next year," he said in response to a question.

    Collyns also said China was showing considerable resilience as it had reacted strongly to counter the global slump.

    "A recent report by the Center for Education Reform, a charter school advocacy group, finds that of the 5,235 charter schools opened since 1992, 657 have closed down. Of these 657 schools, only 91—or 14% (see chart)—were closed for “academic reasons,” defined as schools “whose sponsors found them unable to meet the academic goals and performance targets set by the state or written in their charter.”1 Moreover, the number of charters actually closed for academic reasons is likely to be even lower: close investigations reveal that some charters supposedly closed for academic reasons were in reality closed because of finances, mismanagement, or other organizational problems.”

    The National Institute of Standards and Technology has turned to YouTube to help teach citizens about its programs. NIST announced last week that it has created its own channel on the video social networking site.
    The creation of the channel is just one of many steps NIST will take
    to reach out to people on the Web. 'This official YouTube channel is
    the first of several planned NIST Web sites hosted by the private sector,' Gail Porter, director of NIST's public and business affairs office, said in a statement. 'The effort is part of a broader, government-wide effort to encourage openness and transparency and to 'go to where the people are.' The move is part of a larger U.S. government plan to make more information available to the public."

    C. Crowe: Irrational Exuberance in the U.S. Housing Market: Were Evangelicals Left Behind?

    Summary: The recent housing bust has reignited interest in psychological theories of speculative excess (Shiller, 2007). I investigate this issue by identifying a segment of the U.S. population-evangelical protestants-that may be less prone to speculative motives, and uncover a significant negative relationship between their population share and house price volatility. Evangelicals' focus on Biblical prophecy could account for this difference, since it may enable them to interpret otherwise negative events as containing positive news, dampening the response of house prices to shocks. I provide evidence for this channel using a popular internet measure of "prophetic activity" and a 9/11 event study. I also analyze survey data covering religious beliefs and asset holding, and find that 'end times' beliefs are associated with a one-third decline in net worth, consistent with these beliefs providing a form of psychic insurance (Scheve and Stasavage, 2006a and 2006b) that reduces asset demand.

    "In all, 53 percent of Americans in the Kaiser Family Foundation poll released Wednesday said they or a family member living with them cut back on health care in one or more ways to save money in the past 12 months.

    Most commonly, they relied on home remedies or over-the-counter drugs instead of seeing a doctor, or they skipped a visit to the dentist - about a third of respondents reported doing each. Nearly one in four postponed a recommended medical test or treatment. Nearly as many didn't fill a prescription, while 15 percent cut pills in half or skipped doses of medicine. Seven percent reported problems getting mental health care.

    Overall, 27 percent said their household postponed needed medical care. That included 16 percent who put off dealing with at least one serious problem: 10 percent delayed seeing a doctor for a chronic illness like diabetes or asthma, 6 percent postponed minor surgery in the doctor's office and 5 percent delayed major surgery requiring an overnight hospital stay. And 19 percent each skipped a doctor's visit for temporary illness or preventive care."

    3.5 million jobs since the start of the recession in De 2007

    The January employment report released this morning by the Bureau of Labor Statistics shows that the U.S. economy has shed nearly 3.5 million jobs since the start of the recession in December 2007, with 2.8 million jobs lost in the last five months. With the unemployment rate now at 7.6%, it is at its highest level in over sixteen years.

    Ben Stein astutely observes that highly intelligent advisers in past administrations often did not have the foresight to make sound policy decisions in unusually tough situations (“Ordinary People vs. Extraordinary Problems,” Everybody’s Business, Jan. 11). He also wonders whether the team of President-elect Barack Obama will similarly fail.

    In so doing, he touches on an issue that psychologists have grappled with: the importance of emotional versus intellectual ability. The true gift of Franklin D. Roosevelt was his ability to grasp the fear of the American people and inspire them to endure as he experimented with different economic programs.

    Let us hope that the very intelligent people in the Obama administration can similarly understand the emotional components of this crisis.

    WASHINGTON —  A Muslim family removed from a plane Thursday after passengers became concerned about their conversation about the "safest" place to sit says AirTran officials refused to re-book them, even after FBI investigators cleared them of wrongdoing.

    All eight members of the Irfan family from Alexandria, Va., and a friend were kicked off an Orlando-bound AirTran Airways flight after two other passengers overheard what they thought was a suspicious remark, according to the Washington Post.

    "My brother and his wife were discussing some aspect of airport security," Kashif Irfan told the Washington Post. "The only thing my brother said was, 'Wow, the jets are right next to my window.' I think they were remarking about safety."

    Irfan said other fliers heard them discussing the safest place to sit and misunderstood the nature of the conversation.

    FBI agents later cleared the ejected passengers, all but one of them U.S.-born citizens who were headed to a Florida retreat.

    But the family members said AirTran refused to rebook them, and they had to pay for seats on another airline secured with help from the FBI.

    Federal officials ordered all 104 passengers from the plane and re-screened them before allowing the flight to depart.
